Competitive Selection Process

The Philippines needs to continue to expand its power generationcapacity to meet fast growing electricity demand needs which theDepartment of Energy (DOE) is projecting to increase from14,782MW in 2018 to 49,287MW in 2040. However, the bulk of expected additional capacity in the mid-term comes from coal-based power plants. To improve both security and sustainability of energy supply, diversification in the power generation mix and harnessing the potential for RE generation are important. A discussion paper written by Carla Grepo and Cezar Estrada looks into the government issuances and orders on Competitive Selection Process governing the procurement by distribution utilities of power supply agreements for their captive markets. The paper presents key issues and challenges in the implementation of DOE and ERC issuances and circulars on CSP, as well as some recommendations.
